Integrated Installation Planning and Execution Tools

Aggregate: The Submarine Aggregate Installation Matrix is a tool used to show the current configuration for each submarine across all submarine classes by tracking Ship Alteration (SHIPALT) completions by hull for every submarine in the fleet.

Submarine Installation Plan (SIP): This tool is a key component in the scheduling and planning effort of ANSOL, Inc. The SIP details specific availability dates by Submarine Class and C4I configuration. SIP provides detailed information in respect to system configuration, initial installation dates, serial numbers and the overall lifecycle of each system. It also tracks previous and current funding status and may track future outlook of new system technical refresh, upgrades or de-installations. SIP is populated with the latest information provided by U.S. Navy Fleet and Type Commanders, Program Offices and Installation facilities. It also tracks logistic status including Ship Installation Drawings (SID), Ship Alteration Records (SAR), the latest documents and spare parts status.

In addition to the SIP, ANSOL, Inc. verifies details of the NC-50's and NC-60's, Program-Specific Ground Truth Summaries, and Submarine Spend Plan documents. This tool provides a complete status of funds expended throughout the installation phase and outlines any necessary adjustments needed to meet both mission status and real-time funding requirements as identified in the Wideband Modernization Plan (WMP). The financial documents produced are instrumental to the planning of current and future installations. Additionally it outlines budget and execution requirements in support of SPAWAR and NAVSEA for POM.

ANSOL's C5I installation Synchronization Realignment Action Team (CISRAT): ANSOL, Inc. provides key professionals to support, manage, facilitate and participate in periodic CISRAT meetings. CISRAT meetings are held semi-annually or as needed to support changes to U.S. Navy Operations. The development of CISRAT enabled U.S. Naval Fleet Commanders to coordinate, approve and update the Wideband Modernization Plan (WMP). Key sponsors and authorities comprise of:

  1. Chief of Naval Operations N6 and N7 Sponsors
  2. Program Executive Office (PEO) C4I and Space
  3. Commander Submarine Forces Atlantic
  4. Commander Submarine Forces Pacific
  5. Alteration Installation Team Managers (AIT) Atlantic and Pacific Managers
  6. Naval Sea Command
  7. Commander Space and Naval Warfare Systems Command (SPAWAR)

Detailed Submarine systems are reviewed in detail for all class types. Changes and updates are identified, deployment schedules adjusted or modified, and plans for modernization are identified. The CISRAT also reviews and adjudicates other submarine force issues based on Fleet priorities requirements, NPES coordination and any new changes in guidance of direction imposed by the CNO such as Fleet Readiness program (FRP) and its replacement of the "D" minus 30 process (D-30) with respect to how ships are baselined.

The strong relationship between ANSOL and Fleet Commanders result in ANSOL's ability to develop and successfully implement processes that will allow for future growth towards a more efficient and integrated United States Navy.

SPAWAR Submarine Networks Action Committee (SSNAC) and FORCENet: ANSOL, Inc. is responsible for the genesis of this action committee that is now used to manage the body of submarine and shipboard Network Initiatives. The SSNAC uses a team of top level professional representatives from various SPAWAR program offices (e.g. Program Managers for PMW 760, 770, 150 and 160) who follow up on network protocol and web based products. This initiative has become a FORCENet enabler by providing important network enabling functions to GCCS-M, 4-x series, SubLAN 1, SubLAN 2 and NTCSS Opt v2. This Web-Enabled capability allows submarine systems to be interoperable including Web-Enabled IP connectivity to shared databases and now anticipates support for distributed services.

Design Services Allocation (DSA) and Management: ANSOL, Inc. is an important key participant to DSA tasking, recurring and non-recurring tasks, for all systems on submarines. ANSOL, Inc., has developed a good working relationship with SPAWAR 04R, NAVSEA and Northrop Grumman® Newport News to develop more efficient processes to:

  1. Track actual cost and completion data
  2. Reduce Cost
  3. Reduce development time
  4. Review Ship Alteration Drawing

Additionally, ANSOL, Inc. works directly with SUBLANT, SUBPAC, SUBMEPP and NAVSEA to integrate modernization into major submarine maintenance and repair availabilities (CNO Availability). Integrating SPAWAR C4I modernization with NAVSEA programs is becoming more important now that navigation, fire control, electronic counter-measure, radar, sonar and imagery systems interface with the SubLAN network and with the External Communications Suite (ECS) on submarine.

We provide quality support to our customers by the way of:

  • Developing and maintaining useful tools and products that present data in a way that facilitates programmatic and budgeting decision making.
  • Initiating and participating in active working groups whos goals are to achieve integrated solutions for system-specific installations and for the installation process as whole.
  • Designing and implementing processes that increase efficiency and productivity while promoting cost savings.

Wideband Modernization Plan: ANSOL, Inc. has developed an installation planning and management tool called the Wideband Modernization Plan (WMP). U.S. Navy Commander Fleet Forces, and Naval Networks Command have strongly endorsed this tool and have encouraged the Surface Navy and Marine Corps installation teams to develop products and processes of same of similar nature for tracking and fielding of their systems. As result, the WMP concept has been implemented by ANSOL, Inc. as the core developers. In effort to standardize processes, ANSOL, Inc. is currently working on building an initiative that will keep a close link to the WMP in that it provides all the detailed financial data regarding the fiscal years (FY) of procurement and installation for every system on all Navy platforms and Submarines as well as providing important information to support the POM process and requirements document. ANSOL, Inc. is proud of this initiative and continues to strive in improving the overall common process of Fleet modernization and installation plans for years to come.
